About the role

We are currently looking for a pragmatic, delivery-focused Senior Service Designer, with experience designing services that support legislative change. 

This contract will focus specifically on the Legislation Development and Implementation workstream of a broader programme. The successful candidate will work closely with policy, legal, and operational teams to help translate legislative amendments and regulatory changes into practical, fit-for-purpose service delivery practices.
 
Key Responsibilities

• Lead and support service design work across the legislative implementation workstream
• Co-design regulations and support the development of business processes and operational practices
• Ensure design outputs are well-documented, practical, and suitable for real-world implementation
• Identify and clearly document design-related risks, ensuring these are understood and mitigated by senior leadership
• Collaborate with cross-functional teams to ensure alignment between policy intent, legislative requirements, and frontline delivery

 
About You
You are a confident, senior-level Service Designer who thrives in complex operational environments. You bring:

• Proven experience supporting the design and implementation of regulatory or legislative change
• A pragmatic and outcomes-focused approach — you know how to apply design thinking within time-sensitive delivery programmes
• Proven experience in NZ government, and strong political nous
• Strong stakeholder engagement and communication skills, with the ability to clearly articulate risk and design decisions to senior leaders
• An understanding of service operations and how to embed change at the frontline

This is not a conceptual or “blue sky” design role — it requires sharp design thinking, excellent documentation skills, and a commitment to helping get legislation off the page and into practice.
