About the role

IT and Programme Manager | Pouwhakahaere Hangarau me ngā Hōtaka

Mō Mātou | About Us

Crown Law serves as the legal backbone of the government, offering expert advice and representation on matters that impact the executive branch. From judicial reviews and constitutional questions—including those related to Te Tiriti o Waitangi/Treaty of Waitangi—to criminal prosecutions and revenue protection, we play a vital role in upholding the rule of law in Aotearoa.

With around 250 kaimahi, Crown Law is embarking on a digital transformation rooted in public service values and a firm commitment to modern, efficient, and digitally enabled ways of working. This transformation is backed by a bold new strategy that aims to go beyond incremental upgrades, leapfrogging legacy limitations to shape a future-ready, high-performing technology environment.

About the Role | Mō te Tūranga

As IT & Programme Manager, you’ll lead the delivery of Crown Law’s technology work programme—building foundational governance, stabilising key services, and enabling modern digital capability. While you’ll have responsibility for core IT operations, the heart of this role lies in programme and project leadership: shaping how Crown Law plans, executes, and governs its technology portfolio.

You’ll be our subject matter expert in both project and programme management—confident navigating the full lifecycle, from business case and budgeting to vendor engagement and post-implementation review. You’ll also lead the establishment of lightweight, fit-for-purpose governance frameworks and artefacts, including those required for steering committees, executive reporting, and cross-agency groups such as ARC, PCGC, and the future Design Authority.

The technology environment is undergoing major uplift—from infrastructure and applications to cloud and SaaS—and while deep technical knowledge is helpful, it's not essential. What matters most is your ability to confidently lead delivery, engage empathetically with stakeholders, and communicate clearly with everyone from project teams to senior leaders. It’s a rare opportunity to design and embed the ways of working you’ve always wanted to see.

Key Responsibilities | Ngā Haepapa Matua

  • Lead the delivery and governance of Crown Law’s technology project and programme portfolio.
  • Develop lightweight, scalable frameworks for project delivery, governance, reporting, and financial oversight.
  • Facilitate steering groups and executive-level committees, ensuring technology initiatives are aligned and well-supported.
  • Own and evolve IT operations including infrastructure, cloud services, applications, support models, and service performance.
  • Support vendor and contract management, including procurement, forecasting, and budget planning across the technology programme.
  • Work closely with the CTO and Enterprise Architect to ensure delivery is aligned with both immediate business needs and longer-term strategy.
  • Build, lead, and grow a high-performing team—fostering trust, communication, and a people-first culture.
About You | Ko ngā pūkenga e hiahiatia ana
  • Proven experience managing both individual projects and broader programme portfolios.
  • Strong background in governance and reporting, with the ability to create artefacts from scratch and tailor them to context.
  • Financial literacy across project budgets, vendor contracts, and forecasting.
  • Solid understanding of core IT operations—across infrastructure, applications, cloud, and support models.
  • Empathetic, clear communicator with strong leadership instincts and people-first values.
  • Comfortable navigating ambiguity, building from a blank slate, and balancing short-term delivery with long-term thinking.
  • Experience in public sector or regulated environments is welcome, but not required.
What’s in it for you? | Ko ngā hua o te tūranga
  • A salary range of $160,000–$190,000, depending on experience.
  • An annual wellness payment.
  • Funding for professional development and study.
  • Five weeks annual leave plus three additional Crown Law days.
  • Flexible working arrangements in a high-trust, purpose-driven environment.
  • The chance to build something new—with the support and freedom to do it well.
